Mr Parker said the Russian state has developed a "well-practiced doctrine" of blending media manipulation, social media disinformation and distortion, along with new and old forms of espionage, high levels of cyber attacks, military force and "criminal thuggery".

Andrew Parker, the director general of MI5, called upon the European Union to work with the United Kingdom in their collective fight against militant and Russian forces.

Thanking European security agencies for their support in the investigation following the Manchester bombing almost a year ago, the intelligence chief will disclose that MI5 has thwarted 12 plots alongside police since the Westminster atrocity in March 2017.

In his rare address to intelligence heads from 30 European security services outside Britain, Parker will underscore the need for shared strength in "today's uncertain world".

Parker said Britain had thwarted 12 plots since March 2017, bringing the total number of disrupted attacks since 2013 to 25.

The attacker was shot dead by police, but not before he managed to injure four others.

Russian Foreign Minister Sergei Lavrov, for his part, signaled Moscow's readiness to provide assistance in the probe into the poisoning, a proposal which was rejected by London, which also refused to provide samples of the substance allegedly used against the Skripal family.

Parker will also warn about Russian attacks, and will tell the conference that a March nerve agent attack on Russian nationals Sergei and Yulia Skripal, which also injured a police officer, was a "deliberate and targeted malign activity" on British soil.

They also cited the nerve agent attack against a former Russian spy in Britain this year that Britain has blamed on Russia.

In a speech in Berlin, he said Europe faces an "intense, unrelenting and multi-dimensional terrorist threat".

"We are concerned that the government has yet to explain how its high-level aspirations could be put into practice", the Lords EU External Affairs Sub-Committee's study published Monday said.
