"The children appeared to be skittish and spoke with speech impediments", Juarez added.

It's unclear whether any California government agencies had an opportunity to intervene in the years authorities claim 10 children suffered "horrific" abuse inside their suburban home.

All 10 children were placed into the care of the Solano County Child Welfare office.

Prosecutors alleged Allen used a.22 caliber revolver in some of the crimes. He was sentenced to 180 days and three years of probation.

The other charges were dropped.

Rogers said she works as an EKG technician at a heart monitoring company and her husband is a tattoo artist.

Fairfield police Lt. Greg Hurlbut said the children are still in the custody of other family members and "seem to be improving", adding that he has not had a case in his decades as a police officer "where we charged someone with torture of their own children, if that tells you something".

The Fairfield-Suisun Unified School District had no record that the students attended any school in the district, said Tim Goree, a district spokesman. The 12-year-old was soon found and returned to the home at 2020 Fieldstone Court, which authorities entered and deemed an unsafe environment for children.

Authorities stated they subsequently arrested and booked Rogers into jail for youngster neglect.

On the day the children were removed, the house was messy because she had just torn it apart looking for her missing son, who was angry because his parents had taken away his tablet computer, Rogers said. "I would absolutely not abuse my children or sit back and let them be abused and the truth will come out because it has to".

Rogers said her home was in disarray because of the search for her missing son.
