The National Weather Service issued a flash flood emergency late in the afternoon for Ellicott City, a town 10 miles west of Baltimore, warning of an "extremely risky and potentially catastrophic situation".

Authorities had no immediate report of any injuries or fatalities though information was still preliminary.

Almost 8 inches of rain fell over Ellicott City, Maryland in six hours Sunday evening, causing major flooding down the city's Main Street.

According to the Baltimore Sun, NWS meteorologist Brian LaSorsa reported about 8 inches fell in Ellicott City over a six-hour period.

"Now, they're faced with the same daunting task again", Howard County Executive Allan Kittleman said at a press conference. Many businesses had just finished rebuilding, Kittleman said.

"They say this is a once-every-1,000-year flood and we've had two of them in two years", Hogan said while surveying the damage, according to Weather.com.

Muccilli said Sunday's rain created "a true flash flood". Gov. Larry Hogan declared a state of emergency, saying "it's as bad or worse than the storms two years ago".

At least five roads in Baltimore have been shut down due to flooding, the National Weather Service reports.

Just two weeks ago, the Federal Emergency Management Agency gave the county $1 million to fix a culvert and replace a runoff pipe with a larger one. In some areas, water levels reached above the first floor of buildings, Howard County Fire and EMS said.
