  • Water rushes through Main Street in Ellicott City

Howard County Executive Allan Kittleman said during a press conference Monday that one person, identified as 39-year-old Eddison Hermond, was missing after last being seen in the area near the La Palapa restaurant around 5:20 p.m. on Sunday.

It was a repeat of another major flood in 2016, when two people were killed and the city suffered millions of dollars in damage.

According to officials, no one has been reported missing in Baltimore County and no serious injuries have been reported. Two people lost their lives as their cars were swept into the Patapsco River back then.

"This is an extremely unsafe and potentially catastrophic situation", the NWS said, adding that at least five roads in Baltimore have been shut down due to flooding.

Over Maryland, a weak weather system crossing this band of moisture, intensified dramatically and a line of thunderstorms formed, crossing directly over Ellicott City.

Officials said 30 rescues were carried out into Monday morning, whereby the half-foot of water had receded and residents could survey the damage to their homes and businesses.

Ellicott City is an unincorporated community about 12 miles west of Baltimore. Some people had to evacuate to the roofs of buildings until first responders could come to their aid.

Howard County government said the flooding was on the same scale as a deadly 2016 storm. "This was a true flash flood".

The area was still in the process of rebuilding when waters overtook the city's roads once again on Sunday.

The devastation was especially hard to comprehend coming barely two years after the last flood that ravaged the city, he said. On Sunday (Monday NZT), the community received almost 200mm of rain over a six-hour period, but most of it fell during an intense, three-hour period, Muccilli said.
