If the legislation becomes law, Canada would be the first G7 country to legalize the drug.
Canada's Senate voted 56-30 on Thursday in favor of legalize marijuana for recreational use.
The vote on Thursday sends the bill back to the House of Commons, where members of Parliament will decide whether to accept the dozens of amendments added to the legislation by the Senate.
Prime Minister Justin Trudeau has committed to making marijuana legal by this summer. The sale for legal pot will start on July 1, Canada's national day.
After legalising medical marijuana in 2001, the Senate passed the bill with 52 votes in support and 30 against.
