The woman has since been identified as Therese Patricia Okoumou, a Staten Island-based immigrant activist and member of the group Rise and Resist.
"The facade of the monument there is a granite rock-like surface that the average person wouldn't be able to scale", said National Park Service spokesman Jerry Willis.
According to the NY Daily News, the woman was originally believed to be protesting the Immigration and Customs Enforcement (ICE) agency and the other protesters may have been from the group "Rise and Resist". Some 2,300 children have been separated from their families over a six-week period in April and May.
While the policy was abandoned, it is still unclear how and when some 2,000 migrant children will be reunited with their parents.
