Two people were shot dead and 13 were injured, including a child, when a shooter opened fire on a busy Toronto street late Sunday.

The 29-year-old gunman died following an exchange of gunfire with police.

It is unclear if the suspect was hit by police fire. He says it's too early to say whether the shooting is terrorism. One of the injured, a young girl aged eight or nine, is in critical condition, according to authorities. The injured were taken to hospitals nearby where they are now being treated.

The melee started shortly after 10 p.m. ET in Greektown.

A witness who was standing near the scene told CNN partner CTV that he heard about 20 shots and the sound of the weapon being reloaded repeatedly.

Meanwhile, John Tulloch, another witness, said that he was getting out of his auto on the Danforth when he heard the gunshots. "We saw people starting to run so we just ran".

A witness to the Toronto shooting where at least 14 people were gunned down, one who was killed, has described the "mayhem" as "terrifying".

"Police have not drawn any conclusions about what happened here or why", Toronto Mayor John Tory told reporters from the scene. They are also appealing for witnesses and have been loading them onto several city buses to take them to local police divisions.

The shooting comes as Toronto police increased their numbers in the city to tackle a recent increase in recent gun violence.

The police said they had responded to a call at around 10pm (0200 GMT Monday) in the Greektown district of Canada's biggest city, which has many popular restaurants, cafes and shops.

No information had yet been released about the two shooting victims even as police continued to blanket the scene that's home to dozens of restaurants, small businesses and family homes.

"Guns are too readily available to too many people", Tory told a news conference. "We have a gun problem".

The scene of the attack is about 14.5km from Yonge Street, where a motorist went on a ramming rampage on April 23, which left 10 people dead and another 15 people injured.

On Monday morning, Prime Minister Justin Trudeau called the people of Toronto "strong, resilient and fearless".
