With the Council set to vote Wednesday, Johnson said Uber, Lyft, and Via offered to pay for a $100 million "hardship fund" for taxi drivers with the aim of blunting legislation the ride-hailing giants fear might curtail their growth.

Uber, Lyft, Via, and others won't be able to add new vehicles to the roads of the five boroughs of New York City following a 39-6 vote by the city council to freeze registrations for one year.

The package of bills passed also allows city officials to create a minimum pay rate for drivers, The New York Times reported.

The legislation before the Council calls for a 12-month moratorium on most new for-hire vehicle licenses to give the city time to study how the rapid expansion of ride-hailing services affects the city's traffic, and how the council can ensure drivers of hired cars and yellow cabs earn a living wage.

Uber has blazed the trail for the ride-hailing industry by ignoring local regulations, clashing repeatedly with city governments and often threatening to shut down service in response to legislation.

For generations, taxi drivers in NY were protected by rules restricting competition.

Taxi drivers demonstrated in support of the bill outside the headquarters of the New York City Taxi and Limousine Commission (TLC) this week, holding signs with the names and faces of six taxi drivers who had taken their lives since December.

Uber spokesman Josh Gold said a cap on new licenses would reverse the progress made extending service to neighborhoods poorly served by traditional taxis.

The New York City Council originally mulled a similar ban in 2015, but it stepped away from the issue before any legislation was approved.

The move to tighten regulation in NY was in part prompted by several recent driver suicides.
