California approves net neutrality bill considered the strongest in the country

Jerry Brown will decide whether California should have the nation's strongest protections for net neutrality rules meant to ensure a level playing field on the internet after the measure cleared the final legislative hurdle on Friday. He has not taken a public stance on it, according to policy analysts, but the bill passed both Democrat-dominated state chambers by wide margins.

"It would have huge implications for the USA, because California is so central to all things Net and is the world's eighth-largest economy", said Carl Tobias, a law professor at the University of Richmond.

The FCC has declared that states cannot pass their own net neutrality rules, though proponents of the California legislation say that only Congress can tie California's hands.
