California approves net neutrality bill considered the strongest in the country

  • Under new law, bars in LA, Oakland and other Californian cities could serve alcohol until 4 AM

Jerry Brown will decide whether California should have the nation's strongest protections for net neutrality rules meant to ensure a level playing field on the internet after the measure cleared the final legislative hurdle on Friday. He has not taken a public stance on it, according to policy analysts, but the bill passed both Democrat-dominated state chambers by wide margins.

"It would have huge implications for the USA, because California is so central to all things Net and is the world's eighth-largest economy", said Carl Tobias, a law professor at the University of Richmond.

Though Governor Brown has not yet signed the legislation, many in the state government approve of the bill, including House Minority Leader Nancy Pelosi and Sen. The FCC has declared that states cannot pass their own net neutrality rules, though proponents of the California legislation say that only Congress can tie California's hands. The bill now goes to Brown for signature into law. "President Trump didn't change the internet", said Melissa Melendez, a Republican from Lake Elsinore in Southern California.

For example, AT&T zero-rates the DirecTV Now streaming service for its cellular customers, meaning consumers can watch programming on a mobile phone without it counting against their data caps.

It is now unclear whether or not the California state governor, Jerry Brown, will approve the bill. Scott Wiener, a San Francisco Democrat who introduced Senate Bill 905.

The bill went before a Senate vote on Friday and was approved 23-11.

Before SB 822's passage, net neutrality advocates spotted robocalls being made to senior citizens to try and convince them to speak up against internet protections like the ones in the bill.

Stanford Center for Internet and Society director Barbara van Schewick said in a statement that "SB 822 sets the standard for other states to follow".

It passed the Assembly 46-20 August 28 and first passed the Senate in January.

Consumer groups such as the Electronic Frontier Foundation and a number of smaller tech companies including Etsy, Reddit and Sonos lined up in favor of the bill.

Wiener said he hopes California's potential new rules could be emulated on a national level.

"Internet users are still royally pissed off about the FCC's repeal".
