Southeastern coastal North Carolina and far northeastern SC are expected to get pelted with 20 to 30 inches of rain, and some isolated spots may get up to 40 inches in 48 hours.

The hurricane was seen as a major test for the Federal Emergency Management Agency, which was heavily criticized as slow and unprepared for Hurricane Maria in Puerto Rico previous year. She said a hurricane has a way of bringing everyone to the same level.

The hurricane, whose strength has been compared to a direct hit by Mike Tyson, advances with maximum sustained winds of 175 kilometres per hour.

"We have prepared everything", he says, "to have enough food, water, batteries, radio, first-aid supplies, and everything we need to be safe".
