A auto was seen burning on the northern strip of Bourke Street near the Target store, and a man was shot by police after an alleged stabbing, according to the Age.

Videos and photos shared on Twitter showed a burning vehicle and police officers in an altercation with the man clad in black.

"Three people have been stabbed, unfortunately one of them is deceased at the scene", David Clayton, police superintendent of Victoria state, told reporters.

Paramedics said they assessed three people at the scene, one with a neck injury: "They are in a suspected critical condition".

The investigation is still in its early stages, but Ashton said police do not believe there is a "ongoing threat".

Warning sirens sounded after the attack and police sealed off the downtown area, usually busy with shoppers and diners on a Friday evening.

"Police shot the male in the chest".

Police want to hear from people who witnessed the event or captured footage as they piece together what happened.

Counter-terrorism police and intelligence officers are still piecing together how the incident occurred, but it is known the attacker drove a 4x4 truck loaded with gas bottles into the bustling city centre at around 4:00PM (0500 GMT) on Friday evening.

In a statement, a Victoria Police spokesperson said officers responded to reports of a vehicle on fire on Bourke Street, near the corner of Swanston Street about 4.20pm.

He's in a critical condition.

"At the same time, passers-by were calling out that members of the public had been stabbed".

The officers were seen trying for at least a minute to detain the man peaceably as his attacks on them continued, before one office shot him with a weapon.

The two wounded stabbing victims were in the hospital.

Victorian Premier Daniel Andrews has praised both authorities and members of the public for their quick response in taking down the offender.

"I kept watching", said witness Tony Nguyen, after what he described as a "car bomb".

A fight then began with local police challenging the man as one bystander used a shopping trolley in an attempt to end the stabbings.

Witnesses can make a statement at Melbourne West Police Station.
