The vote by the Republican-controlled Wisconsin Legislature to strip power away from the incoming governor and attorney general split for the most part along predictable partisan lines.
The lame-duck moves followed within hours of similar efforts in Wisconsin, where lawmakers voted earlier Wednesday to shift clout to the Republican-controlled Legislature and weaken the Democrat replacing the GOP governor. Republicans in both MI and Wisconsin will see eight years of total control of state government end in January, when Democrats take over the governor's mansions and other top executive posts.
The GOP headed State Senate in MI, electing mainly along party lines passed the bill that clears the incoming secretary of state of the authority to superintend crusade funding matters and transfers it to contemporary bipartisan enterprise.
The bill now heads to the desk of outgoing Republican Governor Scott Walker, who has signaled support for the bill.
Meanwhile, North Carolina's Republican-led state Senate approved a new strict voter identification law on Thursday, after the state Assembly did the same on Wednesday. Republicans say the concept is not new, and voters recently showed their support for independent panels to be involved in elections by approving a redistricting ballot initiative. Eric Doster, a former long-time lawyer for the state GOP, testified that the commission would operate similarly to those in other states and said "now the time is right". But Democrats say it is a power grab and would ensure deadlock by letting political parties sway who sits on the commission. She'll break Republicans' hold on both legislative chambers and the governor's mansion, and would likely veto any attempt to take authority from incoming Dems.
Early Wednesday, the Wisconsin Senate approved legislation that will weaken the governing abilities of incoming Democrats Gov. -elect Tony Evers and Attorney General Josh Kaul.

The legislation would empower the Legislature to intervene in any suit at any stage - a right already granted to the attorney general.
Republicans dispute criticism that the legislation would undermine the role of the attorney general.
"Most of these items are things we never really had to kind of address because guess what - we trusted Scott Walker and the administration to be able to manage the back and forth with the legislature".
"It just gets back to what does he want to be remembered for", said Democratic state Sen.
Republicans argue that the new body, which would be made up of three Democratic and three Republican legislators appointed by the governor, would promote bipartisan cooperation. Although he's not said what he plans to do next, he may want to stay active in Wisconsin politics, perhaps to run for the U.S. Senate in 2022. Both Nessel and Benson are Democrats. "Given the rushed timing and the fact that many of these appointments have gone unfilled for extended periods of time, I must request that you withdraw this slate of names to allow ample time for full review, not only for the State Senate, but for the people of Wisconsin, too".
Among the bills that have advanced so far during the lame-duck session are ones which create a campaign finance commission, give the legislature the ability to intervene in lawsuits, and rollback a previously-approved increase in the minimum wage and paid-sick-leave mandate.
