"If we don't make a deal, I would say 100 percent, but I don't want to say 100 percent because maybe something else comes up", Trump said of declaring an emergency at the border.

Trump was consulting with White House attorneys and allies about using presidential emergency powers to take unilateral action to construct the wall over the objections of Congress. The White House has directed the Corps to review its budget, including $13.9 billion in emergency funds earmarked previous year by Congress, to see what money could be diverted to building a wall.

President Trump announced the cancellation of his upcoming trip to the annual World Economic Forum in Davos, Switzerland, due to the partial government shutdown.

Trump's trip comes amid a bitter standoff with congressional Democratic leaders, including a contentious Situation Room meeting that Trump abruptly ended after a row over his proposed southern border wall, which Democrats vehemently oppose.

Asked about the plight of those going without pay, the president shifted the focus, saying he felt bad "for people that have family members that have been killed" by criminals who came over the border.

In Washington, federal workers denounced Trump at a rally with congressional Democrats, demanding he reopen the government so they can get back to work. Trump says undocumented immigrants and illegal drugs are streaming across the border, despite statistics that show illegal immigration there is at a 20-year low and that many drug shipments likely are smuggled through legal ports of entry.
