At a news conference Monday, Newsom called Americans lazy, saying they should question why the Trump Administration wants to spend $5.7 billion on border security.

I reject the federal contention that there exists an overwhelming national security crisis at the southern border, along which are some of the safest communities in the country.

Trump and Democrats in Congress have been engaged in a contentious battle over his proposed U.S./Mexico border wall, which would extend all the way from the Pacific Ocean to East Texas.

The Democratic governor is likely to ratchet up his rhetoric against President Donald Trump in Tuesday's address, a month into Newsom's governorship. The efforts to counter the Trump Administration's immigration enforcement increased last summer after outcry over the separating of families at the border.

The state's original order to send troops to the border, signed by Gov.

"This whole border issue is manufactured", Newsom said on Monday of Trump's portrayal of the situation.

As a result, the governor would reassign about 360 California National Guard troops at the border to address the "real threats" faced by the state, including drug trafficking and wildfires, the spokesman said in an email.

Instead of dedicating their time to border security, the governor plans to sign a general order to have troops redeployed to provide support on two initiatives: wildfire prevention efforts and operations to counter drugs and cartels in California, including surveillance at global points of entry. "This is our answer to the White House: No more division, xenophobia, or nativism", Newsom said.

Trump's demand for $5.7 billion to help build that wall was central to a 35-day partial US government shutdown that ended last month. Jerry Brown- deployed the California National Guard past year, but placed severe restrictions on how and where the troops could be used by the Trump administration.

The drawdown of California's troops will begin immediately but may not be completed until March 31, when the state's current agreement with the federal government is set to end. As NPR's Greg Myre has reported, the National Guard and other troops at the border are limited to providing surveillance and other support roles. 110 members are expected to work with the California Department of Forestry and Fire; 100 members will be transferred to intelligence operations against drug cartels.

"We have not been involved in the detention of immigrants".

If the Trump administration does not agree to Newsom's new terms "we'll bring the rest back", he said.
