Gavin Newsom will sign an executive order on Wednesday imposing a moratorium on the death penalty and granting temporary reprieves to all 737 condemned inmates on death row. This comes on the heels of Californians actually voting to bolster the speed with which the state can execute an inmate. In recent years, other states have abolished the death penalty and several other governors have placed moratoriums on executions. "Friends and families of the always forgotten VICTIMS are not thrilled, and neither am I", Trump said on Twitter. As for Newsom, highlighting the issue could elevate his national profile, but could also ignite a firestorm of protest by crime victim advocates, President Trump and others.

The governor is meant to sign the new order later on Wednesday.

Newsom, a Democrat who was sworn into office earlier this year, acknowledged that while the order is just one step in the right direction, he is optimistic about the law changing to permanently ban the death penalty in the state some day. Twenty-four people now on California's death row were convicted of murder and have exhausted all of their appeals, the Times reported.

California is the sixth state where a governor has enacted a moratorium. "And as governor, I will not oversee the execution of any individual".

"I met someone yesterday who said this is about eradicating evil, and you have a responsibility to eradicate evil by executing those on death row", he said.

In 2016, California voters approved a ballot measure to fix the state's death penalty system, limiting the length of death penalty appeals to five years after conviction. Peterson was taken to death row at San Quentin State Prison after being sentenced to die for murdering his pregnant wife, Laci.

According to the state's Department of Corrections and Rehabilitation death row list (pdf), 737 inmates were slated to be executed prior to the executive order.

"I don't think it's a harbinger of anything that matters because California is such an outlier and the places that need to change are all in the deep south", Mandery said.

"That is powerfully demonstrated by their approval of Proposition 66 in 2016 to ensure the death penalty is implemented, and their rejection of measures to end the death penalty in 2016 and 2006".
