House Will Have to Vote on Impeachment, Despite Pelosi's Opposition

"Impeachment is so divisive to the country that unless there's something so compelling and overwhelming and bipartisan, I don't think we should go down that path", Pelosi said in her interview.

It was public sentiment, Pelosi says, that convinced her President Trump would back down in the standoff over funding a border wall that partially shut down the government for 35 days earlier this year.

What's more, this framing does not reckon with an important pathology of our political moment - the enormous propaganda apparatus behind Trump that is already bombarding Republican voters with disinformation painting all inquiry as illegitimate, likely ensuring they will never support any inquiry. In response, Washington congressmember and Progressive Caucus co-chair Pramila Jayapal said that congressional investigations should determine the appropriate course of action, and that evidence of a "consistent pattern of abuse of power, [or] of obstruction of justice" would be grounds for impeachment.

Pelosi responded: "Are we talking ethically?

No, I don't think he is", Pelosi said.

Green said he would respect the House's role in the matter, and noted that President Andrew Johnson was impeached for much lesser offenses than Trump.

"He's just not worth it", she added.

Asked whether Trump had done anything good for America, Pelosi had a few more barbs handy: "He's been a great organizer for Democrats, a great fundraiser for democrats and a great mobilizer at the grass-roots level for Democrats".

Like the other Democratic leaders who have refused to back impeachment, she remembers the acrimonious battles over the impeachment of Bill Clinton, which she called "horrible for the country".

Rep. Eliot Engel (D-N.Y.), who was among those who voted alongside Green past year, called the congressman's push "premature" and said he didn't know if he could vote with him again for impeachment. It's also odd to hear the argument that no inquiry should happen simply because the Senate probably would never convict.

Of course, one reason why there is too little to be gained is because the Democrats nearly certainly do not have the necessary votes to convict the president in the Senate.

Freshman Representative Rashida Tlaib, a Democrat of MI, said that, regardless of Pelosi's statements, she is drafting an impeachment resolution that she plans to file in the coming weeks. Rep. Al Green, a Texas Democrat, says he is planning to reintroduce articles of impeachment after his last effort, in December 2017, was defeated overwhelmingly.

To be clear, I'm not saying that Pelosi should support impeachment hearings right now.

But he told ABC News that ahead of any impeachment proceedings, lawmakers would need to convince the American public that members were "not just trying to. reverse the results of the last election". He said impeachment "has to be a bipartisan effort, and right now it's not there".
