With a Sunday night deadline looming, the NY state budget is starting to take shape.

New York State is poised to follow California and become the second state in the country to completely ban single-use plastic bags, with lawmakers in Albany agreeing Thursday on the new regulations to cut-down on litter and waste.

The ban will have so-called "carve outs", CBS New York reports. And while environmental advocates are applauding the milestone, many complain that the measure doesn't go far enough to curtail littering.

"From the beginning, I said we will not do a budget that fails to address three major issues that have evaded this state for decades - the permanent property tax cap, criminal justice reform and an MTA overhaul including Central Business District Tolling", Cuomo said.

The budget plan increases education aid and makes changes to the way school funding is distributed. He said he would make the budget late, if lawmakers did not come to final agreement on public campaign finance reform.

The rest of the money would go to the state's Environmental Protection Fund, the D&C said.
